chore: drop unreferenced test WAV fixtures

The three test_tone_*.wav files are unused and regeneratable via
generate_test_tones.py; resources/test_announce_qpsk_275hz.wav was also
unreferenced. mlnl_samples.wav remains as the in-repo sample.
